This is a brilliant and accessible explanation of why we keep having cycles of financial crises using the 2008 meltdown as the most recent example. The first stage is the financial institutions complain that the overly onerous government regulation is hurting their ability to make money. The second stage is they capture or buy the regulatory relief they seek. The third stage is they over reach, get in financial trouble and demand a government bailout, which because they are too big to fail, they get. New restrictions are imposed to prevent another occurrence and the cycle then begins to repeat itself. We can see it now as the Administrations weakens constraints on risky behavior, derivatives which got them into trouble are becoming too profitable to ignore and so it goes.

Totally satisfied.
